80% alcohol may be used in accordance with the Dutch guidelines for the disinfection of intact skin. That means the hands of the artist say before they start.
Skin that is going to be pierced or tattooed has to be cleaned with alcohol that has a RVG number. (Which is only available at pharmacies.)
It may also be used for disinfecting work stations, chairs etc.
